It’s vaporized nicotine in a cylinder, and it produces a water vapor instead of actual smoke. Because of that, a person can use an E cigarette anywhere, instead of being restricted by no smoking areas. Whether an electronic cigarette is really safer than a regular cigarette is arguable, though.
